## 目的

当规划必须优先考虑正确性和风险控制而非速度时，使用此技能。

## 触发条件

- 高风险重构或迁移
- 安全性或可靠性敏感的更改
- 用户要求在编码之前进行严格规划

## 工作流程

1. 定义目标、约束和非目标。
2. 构建阶段门控计划（`plan -> prd -> exec -> verify -> fix`）。
3. 定义每个阶段的硬通过/失败标准。
4. 包括回滚点和停止条件。
5. 在发布就绪性之前添加验证门控。
