Traverse and re-organize an Obsidian-style markdown vault (wikilinks + per-folder INDEX.md hubs + a root _MOC.md map-of-content): find orphaned notes that should be linked, fix broken wikilinks, create missing folder indexes, detect stray/vendored content, and refresh the master map-of-content. Use this whenever the user asks to "organize/reorganize the vault or docs", "reconnect orphans", "run the docs maintenance", "the MOC is out of date", "some notes aren't linked", "update the indexes", "there are stray files", or after a burst of new notes has been added and the indexes/MOC have drifted. Runs a deterministic Python engine for the mechanical audit + coverage, then applies human/agent judgment for prose, renames, and new indexes. Prefer this skill over ad-hoc grepping whenever vault linkage, indexes, or the map-of-content are involved.
