# 审时度势

用于复杂局面下的“先看势，再定策”。

## 案例锚点

- **秦灭六国**：远目标不变，近动作按阶段调整（先弱后强、远交近攻）。
- **淝水之战前后**：战略自信不等于战术冒进，需识别虚实与补给边界。

## 分析步骤

1. 阶段判断：起势 / 相持 / 决胜 / 收束
2. 主要矛盾：一句话说清“卡点”
3. 次要矛盾：最多 2 条
4. 机会窗口：3 条（含时间窗口）
5. 硬约束：3 条（资源/组织/外部）
6. One Goal：本阶段唯一优先目标
7. 7-30 天动作：3-5 项
