# 风险前置

用于“错一次就很贵”的任务：大客户项目、关键发布、组织变动。

## 案例锚点

- **安史之乱前的信号失察**：边镇军政结构失衡、预警未被充分处理。
- **赤壁战前曹军南下**：补给、气候、水战能力错配导致系统性风险。

## 四列表（必须完整）

1. 风险项
2. 触发信号（可观测）
3. 预防动作（事前）
4. 止损动作（触发后）

至少覆盖：客户、交付、人员、现金流、合规五类。

## 风险分级

- P（概率）1-5
- I（影响）1-5
- R = P x I，R>=12 视为红色风险，必须设责任人
