# 统筹平衡

用于多目标冲突情境：要增长、要利润、要稳定，且资源有限。

## 案例锚点

- **汉初文景之治**：先恢复民生与财政，再逐步扩张能力。
- **唐中后期藩镇问题**：地方短期效率提升，长期侵蚀中央统筹能力。

## 三账本模型

1. 结果账：收入、利润、回款
2. 能力账：团队带宽、流程成熟度、技术债
3. 信任账：客户口碑、交付稳定性、内部协作信任

任何决策必须说明三账本的增减变化，不允许只优化一账本。

## 决策规则

- 短期收益不能透支长期能力账
- 关键客户收益不能透支信任账
- 若必须取舍，先保系统稳定，再争增量
