# graph-bootstrap-init

Purpose: create or refresh the project graph as part of repository bootstrap.

## Use When

- `.mastermind` exists but graph artifacts are missing.
- Project roots changed and the graph must be rebuilt.
- A new repository is being initialized for Copilot workflows.

## Required Flow

1. Validate that project roots are known.
2. Check whether graph artifacts exist in `.mastermind`.
3. If missing, perform an initial graph build.
4. If present but stale, perform refresh or rebuild.
5. Return a short report with generated artifacts and unresolved blockers.

## Artifacts Expected

- `graph.json`
- `nodes.jsonl`
- `edges.jsonl`
- `token-index.json`
- optional decision and telemetry links

## Decision Rules

- No graph artifacts: full bootstrap build.
- Partial artifacts: validate integrity before trusting them.
- Changed repository roots: rebuild rather than patch blindly.

## Do Not

- Store graph artifacts back under `.github`.
- Skip validation after generating the graph.
- Pretend the graph is healthy if integrity checks fail.
