# Create

This is a human-facing skill.

Use it when the user wants to create:

- a new top-level skill
- a nested file inside an existing skill
- a supporting resource such as an example, prompt, checklist, or template under a skill directory

## Purpose

Create the smallest useful addition to Darwin's internal skill system without expanding the human-facing surface unnecessarily.

Prefer adding or reusing nested resources before adding new top-level skills.

## Inputs

- requested capability
- target skill or new skill name
- whether the target is a top-level skill or a nested resource
- constraints and success criteria

## Outputs

- clarified scope
- approved creation plan
- created skill or nested resource
- verification evidence
- short debrief with any Darwin learning

## Dependencies

- `using-darwin`
- `verification-before-completion`
- `debrief-and-learn`

## Failure Modes

- a new top-level skill is added when a nested resource would have been enough
- naming does not match the existing skill layout
- the created file does not follow the skill contract
- implementation starts before approval
- verification is skipped

## Verification

- confirm whether a nested resource is sufficient before creating a new top-level skill
- ensure new top-level skills live at `skills/<name>/SKILL.md`
- ensure the created content matches the requested scope
- read the final files after creation

## Clarification Rule

Ask at most 3 clarifying questions before presenting a plan.

Questions should focus on:

- whether this should be a top-level skill or a nested resource
- target location
- required behavior or content

## Planning Rule

After clarification, present a concise plan that includes:

- what will be created
- where it will live
- why that location preserves a narrow human API while deepening Darwin internally
- how the result will be verified

## Approval Rule

Do not create files until the user approves the plan.

## Output To The User

Keep the interaction simple:

- a small number of clarifying questions
- a clear plan to approve or reject
- concise progress updates
- a short summary of what was created and why
