Fires once — before the first PMCRO cycle — when a new project is created. Reads the two project intake fields ("What are you working on?" and "What are you trying to achieve?") and generates the full agent skill pack for this project. Produces identity.json, config.json, and all five generated agent SKILL.md files in .pmcro/generated/. After Bootstrap completes, agents wake up already knowing who they are and what domain they operate in. Triggers on: project creation, first run, missing identity.json, missing .pmcro/generated/, or any explicit "bootstrap this project" instruction. BOOTSTRAP-003: idempotent — running twice on an already-bootstrapped project is a no-op.
