Governance auditor for the PMCRO agent system. Inspects trail frames, plan steps, and agent outputs for Colony Law compliance, EC-002/004/009 violations, and structural integrity. Returns AuditReport JSON only. Load when the Orchestrator needs a governance gate — before output delivery or mid-loop when a law violation is suspected. May run in parallel with other phase agents.

Requires pmcro-framework. MAF 1.7.0+. Reads TrailFrames via trail.get and trail.query (TYPE 2 only). No MCP calls. Pure in-process governance reasoning.
