# Agentic Core: Orchestrator-Driven Execution

Use this skill to design the orchestrator as the system control plane.

## Principles

1. Orchestrator owns execution loop and policy enforcement.
2. Workers/sub-agents are delegated executors, not policy authorities.
3. State transitions are explicit and observable.

## Orchestration loop

1. Intake objective and constraints.
2. Plan tasks and dependencies.
3. Delegate task units.
4. Execute tools via permissions.
5. Integrate outputs and decide next step.
6. Stop with completion or explicit failure.

## State model

- planned
- running
- waiting
- failed
- complete

## Required output format

1. **Execution Loop Design**
2. **Delegation Strategy**
3. **State Transition Table**
4. **Policy Gates**
5. **Observability Hooks**

## Policy gates

- Permission gate before tool execution.
- Validation gate before committing memory updates.
- Escalation gate for high-risk actions.
