Use whenever the user asks for a tracking plan, measurement plan, analytics or event spec, event taxonomy, GA4 or GTM events, conversion or key-event setup, or what to track on a URL, screenshot, Figma link or repo, even if they never say "tracking plan". Gathers its own context with agent-browser (screenshots, accessibility snapshots, DOM, existing tags) or the Figma MCP server. Not for analysing existing GA4 report data or writing GA4 queries.
