Produces goal-based objectives, a staffed panel of expert agents (from a standard dev/business library with BDD/Gherkin, UML, C4, ADR, and other documentation duties), recorded decisions and sidebars, and a detailed step-by-step plan for investigating or implementing. Use it whenever the user asks to plan, scope, explore, de-risk, or break down something ambiguous or cross-cutting, wants expert agents or a "blackboard" / "war room" / design-review style session, or wants a plan backed by documentation, even if they never say "blackboard".
