Use when {USER_NAME} says "clean up TARS", "spa day", "consolidate skills", "skill audit", "TARS feels slow or confused lately", "too many conflicting rules", "audit my skills", or periodically every 4-6 weeks. Different from `tars-wrap-up` (session learnings capture) and `tars-code-review` (project code). Methodology fully documented at `references/skill-management-learnings.md`.
