# Factory health

## Run

## Config

Edit `config/factory-health.toml` (or `FACTORY_HEALTH_CONFIG`). Key knobs:

- `ship_rate.soft_ratio` (default 0.5) + `z_score` (1.5) + `consecutive_hours` (2)
- `ship_rate.min_baseline_mean` — don't relative-alert on quiet baselines
- `todo.runway_soft_hours` (2.0) / `runway_hard_hours` (1.0) — supply
  runway, because depth without a rate cannot say how long a queue lasts
- `notify.quiet_hours` — soft muted overnight
- `auto_fix.enabled` — leave false until Tom approves self-heal

## What it measures

- Ships last completed hour vs 24h hourly baseline
- Ships last 24h vs history ring
- Todo depth / empty-queue starvation
- Supply runway: `pickup_ready / ships_per_hour` (soft <2h, hard <1h)
- Doing max age + stale count
- Aged doing+pr_url closeout smell
- Supply per admitted North Star (`[supply]`): runnable Kind:pr cards in
  todo/doing plus in_flight/idle_promoteable milestones, for each North Star
  that `preference-feature-delivery-portfolio-admission` admits (Primary,
  Secondary, optional Backfill; one Brain point get). Zero of both = JAMMED.
  The first jammed pass makes the verdict soft with no page. Two consecutive
  jammed passes page (hard) and name every open milestone with its gap-report
  status and reason (blocked backlog cards + block_reason, proof card FAIL,
  planned state). Heartbeat adds `runnable_by_ns=<ns>:<cards>/<active_ms>/<decomposable_ms>`,
  `jammed=` and `jam_passes=`. `~/.local/state/last-stack/factory-health/supply-latest.json`
  carries `{ts, admitted, runnable_by_ns, jammed, consecutive_jam_passes}` for
  the portfolio backfill tool.

## On alert

Message includes concrete recommendations (usually board-closeout, profile,
pickup). Do **not** auto-apply unless `auto_fix.enabled` and action allowlisted.
