Use a Claude Code Fable session to orchestrate headless Codex CLI workers, one `codex exec` process per issue, each running gpt-6.1-sol at xhigh on the normal service tier in an isolated worktree with Codex's automatic approval reviewer, or Opus 5.5 Claude subagents when the user asks for Opus workers. End at draft PRs by default; explicit --automerge lets workers merge verified PRs into main. Refill available slots with ready issues as workers finish; use --max to fill the dependency-ready frontier beyond the default worker cap and --min-tests to verify only affected code. Honor explicitly requested fixed waves. Use only when the user explicitly asks to spawn parallel agents over an epic or backlog; do not use for single-task delegation or read-only fan-out.
