SKILL.md (first lines)

Use portable project/session records for distilled context, source pointers,
checkpoints and native origin references. Point ATLAS_REGISTRY to the owner's
UX46_HOME/registry.json. Read `python3 tools/session_vault.py --help` for commands.
Do not copy full transcripts or change native session ownership just to write
memory. Tell routing is optional, and the fresh local workflow needs no Tell.
