Use `svn_execute` for explicit Subversion operations. Use `dryRun: true` before any mutation when the user has not clearly confirmed the exact target and command. Use `svn_repository_summary` for repository metadata and health context, `svn_review_pending_changes` for code review context, `svn_explain_diff` for diff and history explanation, and `svn_generate_commit_message` for evidence-based commit messages.

Always report the working directory, target path, revision range, and whether a mutation was previewed or executed. Never invent repository facts not present in tool output. For errors, explain the native SVN error and the smallest corrective action.
