    Send a native LinkedIn voice note to a person via Svara. WARNING: when dry_run is false this sends a REAL LinkedIn voice message to a real person, from the user's own LinkedIn account. It cannot be unsent. Only call with dry_run=false when the user has explicitly asked you to send this voice note to this recipient. dry_run defaults to true, which validates the request without sending anything.
