    Delete a collection after disposing of its links. When the collection has links, asks the user (MCP elicitation) whether to delete those links, move them (move_to, default Unorganized), or cancel. Without elicitation, returns needs_user_input — ask the user, then re-call with on_links='delete'|'move'|'cancel'. Requires 'collections' in LINKWARDEN_MCP_DELETE_SCOPES; delete/move also need matching links delete/write scopes.
