Acepta scope y dry_run.

Incluye manuales y del codigo (TODO/FIXME/HACK/BUG). - done: Marca como hecho (o undo). Recordatorios recurrentes se ack por hoy. - edit: Edita contenido, topic o prioridad de un TODO. - rm: Elimina TODOs por ID.
